Office of The Town Administrator 

Clate “CJ” Jackson is the Town Administrator for Forest Heights. He has a wealth of experience from the private sector and the state government.

Before joining Forest Heights, Clate held key leadership roles in state government, including Chief of Staff to two Maryland State Senators, Senior Advisor to a Maryland State Delegate, and a position within the Executive Office of the Comptroller of Maryland. In addition to his public service, he has served as President of a local 501(c)(6) organization, leading strategic organizational change and managing the organization's budgeting process.

Clate holds a Master of Public Administration from Bowie State University and a Master of Science in Law (MSL) with a concentration in Homeland Security Law and Crisis/Emergency Management Law from the University of Maryland Carey School of Law. He also earned dual bachelor's degrees in Criminal Justice and Political Science from Coppin State University.

The Town Administrator is the chief administrative officer of the Government of Forest Heights, serving as the principal advisor to the Mayor and Town Council and the highest-ranking appointed official within the Town’s leadership structure. Accountable directly to the Mayor and Council, the Administrator provides strategic oversight of all municipal operations and is responsible for the effective execution of Town policies, programs, and initiatives. The Town Clerk, Grants & Project Manager, Public Works Director, Treasurer, and Chief of Police report to the Administrator as key executive management team members.

The Administrator manages the Town government's daily operations, oversees department administration, implements the policies and directives issued by the Mayor and Council, and ensures the delivery of essential public services. Additional responsibilities include administering the Town’s annual budget, promoting operational excellence, maintaining fiscal responsibility, and fostering organizational accountability. Through leadership and oversight, the Town Administrator plays a critical role in advancing the stability, growth, and quality of life for the residents and businesses of Forest Heights.
